  MEET THIS WEEK'S WINNER (September 16, 1999)
       Gang tattoos marks the skin and leave behind negative images. Dr. Howard Steinman helps turn around the lives of youths in Chula Vista by removing those tattoos for free bringing them one step closer to a fresh start. For his dedication to providing second chances, Dr. Howard Steinman receives the 10 Leadership Award.
